California Veterinary Board

MY OPEN LETTER TO THE GOVERNOR OF CALIFORNIA

I'm writing to you about the California Veterinary Medical Board and the Attorney General in California. They have used their power to destroy the lives of many Veterinary's  just because they want to. This constitutes targeted harassment and abuse of authority. They have shown a pattern of behavior that is vindictive, unprofessional, and legally questionable. I have tolerated this long enough, and I need your help  to pursue every available avenue to bring this misconduct to light and demand accountability. This situation highlights a deeper, systemic problem within the Veterinary Medical Board itself.

The VMB has become an unchecked body that appears to act on personal bias rather than professional standards, choosing who to investigate or destroy based on internal politics or personal relationships rather than facts and fairness. This is not just about one inspector—it is about an agency that has lost the trust of the professionals it is meant to regulate. The injustice being carried out against my clients is a direct result of this failure. That is unacceptable in any state, let alone one that claims to lead the nation in progress and ethics.

I have filed a formal complaint with Governor Gavin Newsom regarding the VMB  misconduct. He has never answered me.  I am fully prepared to bring national attention to the unethical practices occurring within the VMB. Let me be clear: I will not stop until Inspector Jacki Smith and Dr. Franco are removed from their position, and my clients are protected from further intimidation and abuse. If the Governor fails to act, I will take this matter to federal authorities, and if necessary, with a request that the VMB be fully investigated and restructured.

I understand that California has numerous pressing concerns at the moment, but I want to make it clear that I have not—and will not—cease my investigation into the California Veterinary Medical Board and the Attorney General’s Office who is complicit in this misuse of power by choosing to pursue cases based solely on accusations—spending valuable taxpayer resources to destroy the careers of professionals who, in many cases, should have been subject to simple disciplinary action or written warnings. Meanwhile, legitimate and urgent cases go unaddressed.

It is my belief that the Board, along with certain individuals—potentially including yourself—is engaging in conduct that is not only unprofessional, but also harmful to the reputations, practices, and livelihoods of veterinary professionals. I am currently reaching out to media outlets to share this story, as the public deserves to be informed.

Many of these disciplinary actions are based solely on allegations, as evidenced by the repeated use of the term "Accusation" in official filings. There is a stark contrast between the actions of your board and the more measured approach of the California Medical Board, which raises serious concerns about overreach and unequal treatment.

The investigation practices in question—ranging from false accusations and public shaming to evidence of personal bias—are deeply troubling. I have documented multiple instances of misconduct, including inappropriate behavior by an inspector and violations of established procedure. These are not minor issues; they go to the heart of whether the Board is acting within the bounds of fair and ethical regulation.

I urge you to take these concerns seriously. I will continue to investigate and expose what I believe to be ongoing injustices until meaningful accountability and reform are achieved.

How would you feel if someone took your job away based solely on an accusation—without evidence, due process, or a fair opportunity to defend yourself—and you were left unable to work anywhere else in your profession? That is exactly what is happening to veterinarians under the authority of the California Veterinary Medical Board. You are taking away their livelihoods, their ability to care for their families, and their right to practice the profession they dedicated their lives to.

Shame on you.

I will not stop until there is meaningful reform—until this Board is held accountable, and until changes are made that correct systemic problems, ensure fairness, and protect professionals from unjust treatment. A complete overhaul is necessary. This system must be rebuilt to reflect integrity, due process, and genuine public service—not personal agendas or unchecked power.
